hi we took a hot backup of our system and placed ut ti another machine but we dont have the archive logs can we still recover the database up to that point.

No it's impossible
To bring database to point in time, you need to apply archived redo log files. Having no archived redo log files, you can't bring database to past point in time

The database being recovered is not to point in time i just want to know if it will come back up at all and be of use its for testing actually. I heard that at least one log needs to be applied.

As far as I know, you can't recover database. Do you have any proof on this?

The situation is this i have the hot backup but i dont have any archive logs. I have never had this situation we have done recoveries before with archive logs and all was fine, unfortunately this time all were deleted before being backed up. My question is would the recovery bring the database up to the backup point and no further, the data point doesnt matter just getting a database point in time doesnt matter.

The main problem is that there is NO backup point, there is a backup period that starts when you start the backup and end when you finished to back up the last file.
This is why you at least need the logs that were generated during this period.

If the DB was open, during backups, then the restore will be inconsistent.

Yes you can. Using redo log you can recover database.
