Do not just explain what you have, show us, copy and paste your SQL*Plus session.

Before please read OraFAQ Forum Guide, especially "How to format your post?" section.
Make sure that lines of code do not exceed 80 characters when you format.
Indent the code (See SQL Formatter), use code tags and align the columns in result.
Use the "Preview Message" button to verify.
Also always post your Oracle version with 4 decimals.

Regards
Michel

I had the same problem while trying to connect with TOAD, but it was solved when I checked to run as administrator.

Ok, in Win7 for sure we need to select the option "run as administrator". But was it the same with Vista?

Not sure about Vista. I just solved this in Windows 7.
