I am having a cold backup of Oracle database in windows server.

Is it possible to use this cold backup in solaris?

No... unless it is a RMAN backup.

If the database size is small ..then you can export / import.

We use SQL-BackTrack Module for IBM Tivoli Storage Manager to take cold backup of oracle database in UNIX environment
