i'm facing problem with dbconsole
i'm using oracle10.2.0.1 db
ERROR:
when run the service
a system error occurred
system error 3 has occurred
the system cannot find the path specified

Not an Oracle error.

Try to start the DB console from a command prompt and check what error you get.

set ORACLE_HOME=<home_path>
set ORACLE_SID=<sid_name>
emctl start dbconsole

Can you elaborate more than that?

Can you post a screen printout of your actual commands?

Have you checked the OEM errors logs?
