What should I give in the field?
"Specify the ID of the destination topic (can be in other forums)"

I tried to give 396624 and "http://www.orafaq.com/forum/t/143310/45399/". But no use.

What did you do?
For myself, I just click on "Merge Topics" in the forum topic list then I get a page with "New topic title:" field and the list of topics from which I select the ones I want to merge and click on the "Merge Selected Topics".
