Can any one give the information that, to use BI publisher with APEX as a reporting tool, required license?

If license required then is any other alternate tools to use with APEX for generate,develop and operate reports in APEX that does not require license?

Hi,
Myself and my senior have been posting this question in all available forum but so far no guidance or answer. we also would like to know whether there is any alternative reporting tool for apex other than BIP.
