You have to create a SR.
You don't report a bug, you detailed your case and Oracle says you if it is a bug and then creates a bug note.

Hi,

To open a SR, you need to have a valid SI (Support Identifier) with SR creation privilege.

To get it, you need to have purchased an Oracle license for the product you want to report bugs !
