I got 65 Millions in TRANSACTIONS Table and 2 millions records in ACH_TRANS
I have to update two table when i find the match
and i got the cursor which gets the matches from both the table
Should i declare record Type to acheive this or just the table is enough
and its taking for ever to update
just for 20 rows

You have table & provided us no DDL for it.
You have data & provided us no DML for test data.

Use UPDATE it is faster.
