RAC does not need OS clustering.
If you prefer to cluster OS, it is upto you.
When RAC was first introduced Oracle recommended OS clustering (specifically SunCluster ) to make use of clustered filesystems who do not like raw partitions. We
ran several environments with Oracle 9i RAC clustering on
top of Sun CLusters from 2002 to until 2007 and migrated to 10g clusterware without OS clustering and use ASM.
By choosing OS clustering you are just adding complexity.
This write up accounts for certain features Sun Cluster may offer
with respect to high availability.
Again, you need to install Oracle RAC on top of Sun Cluster anyhow.

On other hand,
Oracle RAC claims to be very good at rolling upgrades.
I am not totally agreeing with that.
