How would I detect a file coming in, automatically convert it into my Oracle DB and process it?

I will be recieving either a file in a flat format FTP or on a CD. I want to automate Oracle to detect there is a file there and automatically convert it to an Oracle DB. Then I have to do some internal calculations on the table and insert them into another. Any help would be appreciated.
