Shortly, @croora would like to know licensing information regarding number of servers and/or number of users.
As I'm not much (actually, not at all) into the licensing business, I can't tell. However, I know someone who might know much more about the issue - I'll try to find additional information on Monday.
Anyway, I still believe that you should contact Oracle Hrvatska (Hrvatska is a local name for our country, Croatia) - check this HrOUG page; you'll even find some e-mail addresses; perhaps you'll find them useful.

This is the Global Pricing and Licensing page. Read through it; I hope you'll find the answer to your question, as it contains price list as well.
Shortly, there are two kinds of licensing: by Named User or by CPU. Customer (that would be you) decides which one is advantageous over the another. It appears that "1 CPU" license equals "50 User" licenses.
As of "CPU" kind of licenses, number of processors makes the difference as you have to count cores as well. For example, if there are two Intel processors, each having two cores, it makes 2 * 2 = 4 cores; however, you'll have to multiply this number with a coefficient which differs from one kind of a processor to another. For Intels, coefficient = 0.5 so the final number of processors which are to be licensed = 2 * 2 * 0.5 = 2 processors.
A colleague who attended licensing classes during the last HrOUG in Rovinj has said that it is possible to exchange licenses (from user named to CPU based and vice versa).
Well, that would be more or less everything I can tell about the issue; please, don't make decisions based on my words. This is just a public Forum and it (i.e. its owner) is not responsible for anything you do based on anything you read from it. These information might be true, or might not. I tried to describe what the licensing is about, just as I've heard it from someone else.
