In an XML Publisher desktop rtf document I am trying to use the following IF statement but it fails with 'FO format failed'. What am I doing wrong?

<?if@inlines:xdofx:Instr(PaymentAmount/Value,'.')=0?>

Not sure why do you want to use xdofx.
Try using
<?if@inlines:PaymentAmount mod Value=0?>
