Is it possible to create a oracle user without create user command?

Well, let's put it this way: there is only one officially supported way of doing it. I guess you can also hack the dictionary by inserting into SYS.USER$ (and related tables). Just don't try it on a production database.

So what are other related tables with user creation? so if i insert to this table all the not null values it will create a user. Is that correct?

I don't know nor do I want to know. People playing with the dictionary will burn their fingers. Rather spend your time on something constructive.

Your coworker may be talking about creating a new user like the following:

grant create session to newuser identified by newpassword;
