Download Oracle 9i from Oracle.com ( Oracle9i Database Release 2 Enterprise/Standard/Personal Edition
for Windows NT/2000/XP ). I can not install it into my personal computer ( Window XP Home Premium Edit ).
My question is that : Can I install Oracle 9i or 10g or whatever version and continue practicing Oracle if I buy new laptop with Windows Vista Home Premium SP 1?

This type of questions is best answered by viewing Oracle's Certification Matrices. Check this recent OraFAQ thread which contains two links to the matrices; one of them might be invalid (at the moment, I don't know whether it will be permanent), while another one is valid (but requires Metalink access).
It appears that Service Pack version doesn't matter.
However, perhaps you'd rather install a more recent 10g (possibly Express Edition? Or even 11g?) Oracle database than 9i, as it has been desupported.
