Visio Professional Edition 2003 can Reverse Engineer (ie. Import) a database model from an Oracle database. You need to have the Oracle Network Client installed on your PC and your TNSNAMES properly populated if the database is remote. You also have to set up an ODBC connection.
Visio for Enterprise Architects (part of Visual Studio) can also Forward Engineer an Oracle database. ie. It can build tables and indexes from the Visio model.
Visio Enterprise Edition 2000 (before Microsoft bought it and crippled it) can also export a Visio 2000/2002 data model into ERwin ERX format. I use this feature in my current project to convert a vendor's Visio Professional 2007 data model: save as 2002, open in Visio Enterprise 2000, export to ERX, import into ERwin.
Visio Enterprise is available on EBay for under US$100. I got mine for about US$70.

Heterogeneous services allows Oracle to connect to another database, but don't you just want Visio to connect to Oracle?
In Windows XP, Srart->Control Panel->Administrative Tools->Data Sources (ODBC)
Add a new System DSN choosing Oracle as the connection type and supplying your Oracle credentials in username / password / connection string.
Note that you must have already installed the Oracle client on your PC and set up a TNSNAMES file.

You want to FORWARD ENGINEER the database from Visio. ie. Create tables and indexes based on your Visio ERD.
This functionality is available in Visio for Enterprise Architects, and in Visio 2000 Enterprise Edition (see post above).

If it is pre-existing, you need to Reverse Engineer from Oracle before you Forward Engineer.
I don't know how good Visio is at generating ALTER TABLE statement when you make changes to the model.
In truth, Visio is much more a diagramming tool than it is a CASE tool. If I were you, I would get a real CASE tool like ERwin. I have also seen Oracle Designer work, although I am not a fan of it.

Am not sure about Oracle, but there are many Add-Ons that you can interlinking to your Microsoft Visio shapes. This will help you to learn to protect shapes, create and modify Shape Masters and convert an image into a Shape Master. Also, Exercise more control over your charts and graphs with Visio and discover how to create exciting marketing templates.
