In my current environment i created a new datafile for USERS tablespace since the previous datafile location was going out of space. By mistake i created the datafile in the same location.I created another datafile in another location and made the second datafile offline. But now the status comes as recover.

Can anyone suggest what shall i do in this case and how can i remove the datafile as it is unused.

i have made the datafile offline and the status displays as recover.

Can i stilll drop the datafile? After dropping the datafile will it affect my database?

Assuming you meet the restrictions specified in Restrictions for Dropping Datafiles, you can drop the datafile.
