I just joined this organization, and have no clue whether it ran before or not. All I can tell so far is that it doesn't work. Not to mention, before posting here I looked at the logs and saw bunch of these errors:
2008-05-30 10:38:42 Thread-1 WARN http: snmehl_connect: connect failed to (dev1-ora.orcl.org:1831): Connection refused (error = 146)
2008-08-14 15:34:12 Thread-1 WARN http: snmehl_connect: connect failed to (dev1-ora.orcl.org:5501): Connection refused (error = 146)
From the second line above, if you look at the port, I guess the problem is not only with the Enterprise Manager Web Console, but also with the Agent.
However, I was able to start the agent after seeing the above error.
I am once again posting the commands and results again in formatted manner:
Status check:

$ emctl status dbconsole
Oracle Enterprise Manager 10g Database Control Release 10.2.0.4.0
Copyright (c) 1996, 2007 Oracle Corporation. All rights reserved.

Start:
