when the redo-log is 1/3rd full a LGWR would write to red-log files. But does a log-switch also take place if the redo-log buffer is 1/3rd full ?

No. You mixed log buffer and log file.
When log BUFFER is one third full it is flushed inside log FILE.
Log file switches only when it is full (or you ask it to switch with alter system).
