Do you realize that there is a BIG difference between SQL & PL/SQL & SQL<>PL/SQL?

Which question do you want answered?

I'm not a PHP guy but if you know how to call an external program then you are able to execute a SQL script.
Now the question is do you know how to execute an external program from PHP? If not, as Ana said, post this question in a PHP forum.

I don't know about the PL part, but SQL is easy from PHP using PDO interface.
