Too many to list.
Could be archiving,locks or the database may just be slow.
Depends on how you define 'hanging'.
Post your scenario. Somebody might help.

Rising water levels.

Reason 42b:
And some dumba** has plugged everything BUT the fibrechannel switches into the emergency power outlets.
