our windows crash, so I format c: drive then install windows then I take only DBF file.

I create new instance then i create controlfile as nomount state
then I try to alter database open resetlogs

then show following messeage:
ora-01194 file 1 needs more recovery to be consistent

How can I open database . Pls help me

You should follow your documented & tested recovery procedure.

Actually i can't understand.
I want this state open only, if i have lost some data no problem.

Why do you not have backups & tested recovery procedures?

In this case, just recreate a new database.
