Why 9i; which is obsolete?

You do not need SQL*Net (TNS) to start database.

Visit http://tahiti.oracle.com
Find & follow Solaris Installation Guide.
If/when you actually do EXACTLY what Installation Guide says,
then Oracle works without errors.

As per ana's hint: If you've set ORACLE_SID, and you're on the database host, then just specify system/manager (@dbdl means it will try to use sqlnet and that needs names resolution (commonly tnsnames) and the listener to be configured and up).
