Query v$system_event and v$session_event if you are talking about Oracle events otherwise explain what you want.

I mean the trace events not the wait events.

example: event="12345 trace name context forever, level 2"

how to query the trace events which have been set either by init.ora or alter system.

You can get them with the "sys.dbms_system.read_ev" procedure.
It is not documented in documentation but documented in Metalink notes 28446.1, "How to Determine What Events/Parameters are Set in the Current Session" and, for expert only, 436036.1, "How To List All The Named Events Set For A Database".
