Are there any general guidelines on number of Hash Partitions that should be created for a table having 10/100 million records.

No partition I think, 10 million is small, 100 million is medium.
Now it depends on your number of concurrent transactions on this table and number of disks on which you can spread the partitions.

I have a table that is currently over 100 million records and we are purging data from the table but may end up with 100 million records in the table. what should influence my decision on the number of partition. What you have said below I find very open-ended, I can't make outmuch from it.
