Is it possible to directly install oracle grid 10.2.0.4 without upgrading from a previous version like 10.2.0.2???

Yes, all patchsets are cumulative and include the previous ones.

What I meant is that once you have installed the base version (10.2.0.1) then you can directly go to 10.2.0.4 without applying intermediate patchsets.
