OS:
MS Windows 2003 SP1
Oracle:
Oracle Database 10g Enterprise Edition Release 10.2.0.1.0 - Prod

OMS:

Problem:
When I try as ordinary user with role SELECT_CATALOG_ROLE or privileges SELECT ANY DICTIONARY to add E-mail Addresses in Preference --> General it give me the error:
Internal error. ORA-02291: integrity constraint (SYSMAN.MGMT_NOTIFY_DEVICES_FK) violated - parent key not found ORA-06512: "SYSMAN.EMD_NOTIFICATION" at line 1765 ORA-06512: "SYSMAN.MGMT_USER" at line 6809 ORA-06512: in "SYSMAN.MGMT_PREFERENCES" at line 1490 ORA-06512: in "SYSMAN.MGMT_PREFERENCES", line 1541 ORA-06512: in line 1
And due to this error I can't add My Notification Rule for this user.
But when I do it as Super Administrator User (with MGMT_USER role) I have not any problem and error, EM add any email address and create any Notification Rule.
Can anybody tell me what I do wrong.
